Stafford Energy acquired all outstanding Nucon shares and issued the block to 49 Nucon shareholders. Nucon became a wholly owned subsidiary and was treated as accounting acquirer in the recapitalization.
The July 2007 corporate name change was followed by the September 10 DTCC ticker/CUSIP action from NNRF / 67034S107 to NNRI / 629355108.
The Russia strategy
The filings establish the structure NNRF reported. Foreign contracts, certifications and counterparty performance require their own underlying records.
NNRF reported that Nucon-RUS was formed and accredited in Russia in early 2007. The subsidiary became part of the ownership structure for ZAO Electro Machinery Building Plant ATOLL, a Russian manufacturer described in filings as serving nuclear facilities and related industrial markets.
Two closings produced a reported 50% economic interest in ATOLL: 24% held directly and 26% through Nucon-RUS. NNRF also pursued technology, distribution and proposed acquisition relationships involving Velcont, Electroprivod and other counterparties.
The documentary record separates completed investments from proposals. At year end 2007, the audited filing established only a 3.3% Velcont interest for $525,000. Electroprivod and several other announced transactions remain unconfirmed as completed acquisitions.

EXIF metadata places the Moscow sequence between January 20 and 24, 2008. A formal meeting and dining gathering are visible; participant names, corporate roles and meeting purpose are not yet published as fact.

Archival boundary: The New York subway/Grand Central images carry February 5 EXIF dates, after the January Moscow images. The narration recalls New York before Russia. That conflict remains unresolved.

The same record establishes important limits. ATOLL's results were not NNRF operating revenue. Several announced transactions were never documented as completed. Public claims about contract scale and investment terms do not always align with the audited year-end account.
The Russia 2008 photographs and Benny Doro's oral history add lived context without resolving identity, authority, compensation or every allegation. Those gaps remain part of the exhibit.
