## 80/20 priority rule

Broad research is closed. Pursue a gap only when it materially changes the corporate chronology, resolves a major contradiction, establishes Benny's role, identifies a principal photograph, or prevents a misleading publication statement.

### Priority A — material before editorial lock

- Benny's role, dates, engaging entity, financial participation and loss documentation.
- Identification and purpose of the formal meeting in `img00786_5091848292_o.jpg`.
- Correction of key oral-history names and the New York/Russia chronology.
- Underlying evidence required before attributing named nuclear-sector contracts or completed acquisitions.
- Separation of completed transactions from proposals and public claims.

### Priority B — useful if readily available

- Nucon-RUS formation/accreditation record and ATOLL share register.
- Transfer-agent confirmation of material share-count discrepancies.
- Original agreements already known by exact name or date.
- Travel documents that resolve the 2008 itinerary.

### Deferred — preserve as unresolved and move on

- Duplicate newswire copies.
- Minor landmark identification.
- Speculative leads without a named document, person or proceeding.
- Exhaustive reconstruction of immaterial issuances or technologies.
- Negative-proof research attempting to establish that no litigation or dispute ever existed.
